If you need to change the COM port number assigned to your USB adapter, you can do so using the Windows device manager. Some software will not allow connection to higher COM port numbers.

If the problem repeats then check which Windows Updates were installed at Settings > Update & Security > Windows Updates > Update History, uninstall them there or System Restore again, then immediately check for and block the Updates with the Hide Updates tool explained here. Was there something like an Update or other install that caused this? If so see if you can System Restore to a point before the problem began following this guide.

And if that doesn't help then try Uninstall Driver, restart PC to reinstall it. If that doesn't help then try Roll Back driver, if available. If that doesn't work then try Update Driver > Browse > Let Me Pick to try all previously installed drivers for one that is stable - these even survive Version Updates. Open the controller in Device Manager, try Updating driver, then Automatically. Try installing in Safe Mode with Networking (so you have internet), or Safe Mode, accessed by one of these methods. To be sure trace the Hardware ID as shown here: What is the version and date of the driver? What tells you for sure this is the USB controller driver? Is it included in your motherboard drivers?
